IAASP 35th Annual Conference Review
Montego Bay, Jamaica May 22-25 2004

The 35th Annual conference was hosted by the Jamaica Port Authority and held at the Wyndham Rose Resort in Montego Bay, Jamaica.

The conference theme was “Port Security - The New Reality”

More than 100 delegates attended from various countries including the British Virgin Islands, Canada, Gambia, Honduras, the Netherlands, Pakistan, Singapore, South Africa, St Kitts & Nevis, Tanzania, United Kingdom, United States and our host country Jamaica.

A procession was conducted by fifteen (15) cadets with the presentation of the flags of each country. The Jamaican National Anthem was sung by Mr. Fitzroy Thompson a Security Officer employed to the Ports Security Corps.

The opening ceremonies included welcome addresses by Noel Hylton, OJ President of the Port Authority of Jamaica, Mr. Earl Richards, President, Airports Authority of Jamaica, Mr. Harry Maragh, President, Shipping Association of Jamaica, Assistant Commissioner of Police, Mr. Linton Latty. The Jamaica Tourist Board also provided a presentation on Jamaica.

The Guest Speaker for the opening ceremony was the Honourable Robert Pickersgill, Minister of Transport & Works who emphasized the importance of pre-planning for all contingencies noting analogy that “The Arc was not built when it was raining”

President of the IAASP Chief Superintendent of the Rotterdam Port Police officially opened the conference. Henk paid tribute to Mr. Kenneth Garrick a former prominent member of the IAASP whilst serving the Jamaica Port Authority and who passed away recently following a long illness. Henk called for a moment of silence in honour of this very fine man and dedicated this conference to his memory. Kenneth’s photograph was displayed next the podium during the whole conference.

The Conference Programme covered a broad range of topics addressing current risk and exposures to the security of airports, seaports and the industry posed by the activities international organized crime and terrorism.

Delegates completed evaluations of the conference topics and gave a high rating to all presentations. As with previous conferences great emphasis was placed on the value to network with others to exchange information and experience in port policing and security matters.
