Commissioner Eugene in het Veld
Eugene in het Veld was the Commissioner of the Rotterdam Port Police in the Netherlands. He served as the European representative on the International Board of the IAASP
for five years until his death in 2006 after a short illness.
Eugene began his career in 1968 in the Rotterdam Municipal Police. He served in a large number of posts including the Traffic Police Department and co-founded the Investigation and Apprehension Department (the Apprehension Team). He headed the office Uniform Branch and the CID Support Unit.
In 1994, when the Rotterdam-Rijnmond regional police force was formed, he was appointed Area Commander. After the merger of this area, he was appointed Head of the River Police, the present Seaport Police.
During Eugene’s tenure with the IAASP’s International Board, we were made aware of the fine qualities he possessed. He brought many new ideas and valuable insights to our organisation. Many of his innovative ideas and concepts have been adopted into standard IAASP present day practices.
He spearheaded fund raising activities for the IAASP’s Morrone Education Fund intended to provide professional training for port police officers in third world countries.
Consistent with his commitment to port policing, Eugene also served as the President of our sister organisation the European Association of Airport and Seaport Police (EAASP).
His sharp wit and wry sense of humour will be missed by all those who knew him.
Our thoughts are with his wife Inge and his children.
Mr.Theodore (Ted) Ciunyk
Served with the RCMP in various roles for 20 years and on retirement in 1969 was appointed
the Chief Officer of the newly formed National Harbours Board Police
at the Port of Vancouver.
Upon retirement from the Police Service he became the Executive Director of the IAASP and
served in this capacity for 5 years.
Died: October 12th 2005
Mr. Robert. E. Herzog.
Worked for many years as a Captain in the Massachusetts State Police,
stationed at Logan Airport.
He enjoyed being an active member of the IAASP.
Died: December 9th 2003.
Mr. Kenneth Garrick.
A former prominent member of the IAASP, while serving the Port Authority of Jamaica.
Died: 18th March, 2004
Mr. Francis C Lilley
Life Member and First Treasurer of the IAASP
Francis (Frank) Lilley was appointed the treasurer of the IAASP at the first formative meeting of the IAASP in
Boston Massachusetts on the 9th of March 1970. The meeting was attended by 54 police representatives from
20 Ports in the US, Canada and Puerto Rico.
His position was confirmed when elected at the first IAASP meeting held in New York in September of
that same year and he served in that capacity for a number of years.
Francis at the time of his election had been with Maryland Port Authority’s police force for 6 years
and prior to this time had served 20 years with the B & O Railway Police and additional service
with Maryland State police.
He retired from the Maryland Port Authority Police on the 1st of January 1986 and was awarded an IAASP life
membership in recognition for his services to the IAASP as well as 40 years of dedicated police service.
Francis passed away on the 29th of October 2006 at the age of 83.

Chief Constable D.C.W. (Peter) Gannon
It is with great regret that we announce the death of former Chief Constable D.C.W. (Peter) Gannon of the UK
at the age of 90 years.
A founder member of the International Association of Airport and Seaport Police (IAASP), Peter Gannon served on various committees and became President in 1973-74.
He was a strong influence in setting the initial IAASP objectives that remain in place to this day.
With his typical dedication and pride, he led the Port of London Authority Police
in an outstanding manner with great charisma.
Sometimes it is said lightly that a person was a legend in his own lifetime. In Peter's case he was a legend and achieved many things that, in normal circumstances, would have been difficult or impossible.
He rightly earned the highest respect from all those who knew him.
Peter was a major protagonist in the formation of our sister organisation,
the European Association of Airport and Seaport police (EAASP).
In his last few years he still took a lively and passionate interest in the activities of the IAASP and the EAASP.
We are indebted to Peter for his dedication and painstaking work in the best interests of the IAASP
